Shannon L. Downey is an Assistant Vice President, Safety & Risk Consulting (SRC) at NFP, an Aon company, where she oversees casualty risk control consulting services and supports strategic client engagements across a national portfolio. She leads a team of consultants, collaborates with SRC discipline leaders to enhance integrated service delivery, and provides practical, data-driven solutions that improve safety performance, reduce risk, and support business objectives. With experience spanning insurance carrier, client, and brokerage environments, Shannon brings a comprehensive perspective on how risk management strategies impact organizational performance and profitability.

With more than 25 years of experience in risk management, safety, and loss control, Shannon helps organizations identify risks, reduce exposures, and improve operational performance. Her expertise spans risk assessments, safety audits, regulatory compliance, claims trend analysis, fleet safety, workplace violence prevention, and total cost of risk reduction across a variety of industries. Shannon advises executive leaders and operational teams on safety culture, risk control, and regulatory compliance. She delivers training in OSHA compliance, hazard recognition, supervisor safety leadership, fleet safety, emergency preparedness, First Aid/CPR/AED, and incident investigation.

Prior to joining NFP, Shannon held progressive leadership roles within corporate risk management, where she managed complex insurance programs, claims operations, loss control initiatives, and regulatory compliance programs for large organizations. Her experience spans insurance carrier, client, and brokerage environments, providing a well-rounded perspective on how risk management strategies impact organizational performance and profitability. She has a proven track record of developing effective safety and risk management programs that reduce losses, improve compliance, and support business objectives.
Shannon holds a Bachelor of Science in Business Management from West Chester University and multiple professional certifications, including OSHA 30-Hour General Industry & Construction, HAZWOPER, First Aid/CPR/AED Instruction, and Workplace Safety Committee Training. Shannon is an active member of the National Safety Council (NSC), the American Society of Safety Professionals (ASSP), and the Delaware Valley Chapter of the Risk and Insurance Management Society (RIMS).
